Without getting into website optimization I think for your original questions purpose, there are 2 important metrics needed:

1) how long does the tag itself take to load? (should be around 100ms)
2) how long after a page call before the tag gets called (should be less than 1s, the higher up the page the tag is, the sooner it gets called!)

Keep in mind this is only if lag is causing the discrepency, there were several other factors mentioned that can also be contributing to this. 95% of the time it comes down to human error :)
