I want an agency that actually understands the workings of the web to design / develop a portal site. Its in the B2B space - so they must have B2B experience
They must understand that good design is not enough on its own - usability, accessibility, global branding, SEO/external linking are all just as important.
Finally, local (to west london) and cost effective would also be good

I can strongly recommend OTM Create in Soho, London. There a mid-sized, independent agency with bags of experience across all the media channels. Very professional and very friendly/down to earth.
